A Nation requires certain characteristics. Dalits do not form a nation. Their identity is through victimization only. Otherwise, they are different in terms of language, culture, values etc. Problem is society’s indirect support for human rights violation of dalits. That happens whenever the victim lacks voice for whatever reasons. A separate nation hardly gives the voice. New people in power would be the new oppressors. Instead, work on using existing institutions ( or come up with new) creatively to help the victims find voice.
